Why should "My New Tickets" or "My Team's Unassigned" always be at zero?

These views show tickets that haven't yet been reviewed, confirmed, or claimed. Keeping them at zero means no guardian question is sitting unnoticed -- every ticket should be moved into progress or claimed promptly.
